I use it a lot for behind the scenes grunt work. I did a mysql to arena
conversion a while back, and used VFP to do the actual conversion. Why go
through the all the time and effort to do something like this in c++ or
dot.net, or (horrors, shudder) SSIS or an equivalent tool, when I can do
it in a fraction of the time in VFP?

Too bad managers don't see it that way. I spent six weeks doing a
sqlserver to vfp conversion in SSIS when I could have done it in two
weeks in VFP. Go figure...

Yup. But I don't blame managers. They don't know better, so they use
what Microsoft tells them to use.

The company that I am working for is looking at designing version
3 of its internal software. The client billing system (by me) is in
VFP, and I see no reason not to continue that.

What happens when they need work done on the system - bug fixes,
enhancements, etc. - and you are not available? Finding a highly
experienced VFP developer these days is difficult. That alone makes using
VFP for new development a bad idea. There just aren't that many of us out
there and available anymore.

Suck it up as a cost of business?

Our client billing system has years of experience behind it. It
is a matter of knowing the business more than knowing VFP. Switching
to another language will not solve that problem of having to know the
business.
