I've never seen this before. Suddenly BROWSE LAST fails to restore the
last browse configuration for any of my many DBFs. In the COMMAND WINDOW
I did a USE SYS(2005), and I see many records each of which stores the
information for the last browse of a table (I presume), but every time I
do a BROWSE LAST, either from code or the command window, the browse
opens as if I'd issued BROWSE instead. What could be going on here and
how can I fix this?

Oh well, I guess I hadn't tried closing VFP and restarting it. That
seems to have fixed the problem... whatever it was!

The browse last settings are stored in the resource (Usually
FOXUSER.DBF). If it's turned off or corrupted, you'll get the behavior
you described.
